This is a fair question, so I'll take a shot.

I don’t believe the IDF wakes up with the goal of killing civilians, and I don’t think that’s what people are arguing. But in war, especially one as prolonged and uneven as this, intent isn’t the only thing that matters. Patterns, context, and outcomes do too.

So what’s the “incentive” for Israel to fire near or into crowds? It may not be a direct incentive to kill civilians, but rather to control how and where aid is distributed. Israel has insisted on managing the flow of humanitarian aid into Gaza, including limiting what gets in, who can deliver it, and where it goes. This level of control inevitably means using force to manage desperate, starving crowds in a collapsed society. When you're firing into that chaos, whether “warning shots” or not, you are taking actions that predictably and repeatedly, lead to civilian deaths. It's not just collateral damage it's negligent policy.

And on the question of trust: yes, information from any party in a war zone should be scrutinized, but that includes the IDF. This same army denied killing Shireen Abu Akleh, until independent investigations proved otherwise. They denied bombing aid workers from World Central Kitchen, until they were caught. They said the 15 medics they killed were Hamas and were approaching suspiciously, until it was proven otherwise. They said Hamas were the primary group looting aid trucks, until it was proven that most of it was ISIS affiliated gangs armed by the Israeli government to be competition to Hamas. If we apply skepticism to Hamas (as we certainly should), we need to apply it to Israel too, especially when independent media, human rights groups, and UN bodies continue to verify the scale of destruction and loss.

So yes, I agree Hamas has no regard for civilians and sucks. But we don’t need to rely on trust alone to see that Israel has repeatedly engaged in tactics that create conditions where civilians are killed in aid lines, whether by design or by predictable consequence. That’s the reality we’re judging, not some theoretical incentives.

I think others have given convincing reasons (e.g., it makes it easier to complete the "voluntary" and "temporary" expulsion of the Gazan population that the leader of Israel has repeatedly said is his goal; and the IDF has an very low bar for who they consider a valid target), but putting all that aside:

Even if the shootings were done by Hamas (and at this point I don't think they were--why didn't Israel say that right away, instead of initially denying that any shootings took place at all? Why didn't they take the opportunity to take out some easily identified Hamas fighters?)... all it would prove is that this whole aid system was stupid and dangerous *exactly like everyone warned it would be.* And since Israel owns this plan, they own whatever happened. The whole justification for this plan was that it would be "secure." Well, Israel utterly failed to make it secure, whether they were the ones shooting or not. It's almost as if all the aid experts who opposed this plan, including the former head of the GHF, knew what they were talking about.

The only question remaining is whether this was negligent incompetence from Israel or an intentionally bad plan designed to further punish the population.

For soldiers on the ground Palestinians have been completely dehumanized through indoctrination. Any **potential risk** to an "actual person", aka Israelis, will justify killing Palestinians because they are viewed as subhuman.

I think it's a fallacy to say "The IDF has no reason to do it so it didn't happen":

1. There may be actions committed by individual units that do not reflect the motivations of the IDF (indeed, militaries struggle to control and mitigate rogue elements and it's a problem in every war). There are many recorded statements by foot soldiers, low- to mid- ranking officers, shapers of public opinion and politicians to the effect that Palestinians should be exterminated or driven out of the land by force. 
2. This may have been an accident. One possibility that aligns with the IDF's admissions is that soldiers used live fire to guide a crowd in the right direction (shooting at a certain position so as to tell the crowd not to go there), but this was in the middle of the night so it may have been unclear to the crowd where they're not supposed to go, or the soldiers may have accidentally shot people that were standing in a position the soldiers believed to be empty.
3. An explanation that is sort of in-between the two above is that, by orders or by a shaky mental state (after months of fighting), soldiers have a very light finger on the trigger and open fire on crowds even when they have a very weak sense of danger.

 One might say "well then there might be war crimes being committed by the soldiers but we can't fault the entire war for this because it's but an unavoidable part of the war." To this I would say:

* It was asked how it could possibly be explained that the IDF would do this, and it's important to keep track of whether or not they did, regardless of what the ultimate judgement would be.
* If we consider the death of innocent civilians in such a manner to be a terrible result of the war, then when someone (namely Bibi) makes the decision to continue the war, or when someone makes the decision to support the war (either online or through military service in the IDF), this death toll should be counted towards the total harm caused by the war, and so there's a stronger burden of proof that the benefits outweigh the harms. (You may have a different approach to determining the morality of war, but I would contend that it's morally implausible that a fact such as "every now and then 20 civilians are gunned down" does not play at all into the consideration.)
* I think we can ask ourselves, if there's a way to fight this war that would achieve the same military goals, but instead of 1,000 dead Israeli soldiers and 30,000 dead civilians, there would be 2,000 Israeli soldiers and 10,000 dead civilians, should the military leadership choose the latter route? Then maybe it's ok to be more strict with soldiers as far as allowing them to shoot at a crowd when they "feel threatened" (as far as I know no soldiers have died from lynching by crowds or thrown rocks since the ground invasion started).

One could also argue that there isnt any incentive to try to wipe out hamas, knowing that you are motivating far more gazans to become terrorists in the process and probably are doing anything but ensuring future security, though that is debatable. There is hate in the IDF, there isnt any war without hate, hate is an essential part of a military. Hamas wants its power back. So they do everything they can to prevent israel from feeding their people.

And all these pro Pals engaging in blood libels are not only harming their local Jewish communities, they’re rewarding Hamas for their tactics, ensuring Hamas will do it more in the future, thus participating in Hamas’ effort to starve their own people.

They’re not pro-pal in any sense of the word. They hate Jews, and they don’t care how many Palestinians have to die so that they can kick Jews out of their communities.

I think that the simplest explanation is that IDF troops are afraid of Gazan civillians, particularly adult males. Some warning shots were probably fired, when the crowd kept moving forward despite the warning shots they started firing directly into the crowd. What is so unbelieveable about this scenario?
